Each year, dozens of measures that affect our lives come before the California State Senate and Assembly. Our elected officials make decisions about the right to choose a safe and legal abortion, comprehensive sexual education, access to family planning services, and much more.

The Purpose of Scorecards

The purpose of the scorecard is to help the public hold elected officials accountable for their votes and positions on the issues. Creating the annual scorecard is a collaborative effort between PPAC and local Planned Parenthood affiliates.

How Legislators are Scored

PPAC monitors all bills that would affect reproductive health care in California and selects bills which it rates with a score. Legislators' scores are based on their floor votes on these key pieces of legislation. Before a vote is taken on each bill, PPAC sends letters to the legislators notifying them that their vote may be scored.

For those legislators who did not vote on all the bills, PPAC and the affiliates send letters asking the law-makers to clarify their stand on the issues. Their positions, submitted in writing, take the place of a vote. (Legislators who were excused from the floor session are not included.)

Votes on the scored bills are averaged, and this percentage of pro-choice votes determines each legislator's rating on a spectrum ranging from anti-choice to pro-choice.

Scorecard Rating Guide

100% = Pro-choice
71-99% = Leans Pro-choice
41-70% = Leans Anti-choice
0-40% = Anti-choice

Pro-choice: Supports access to confidential reproductive health care services for all women regardless of age, marital status, race, ethnicity or ability to pay.

Leans Pro-choice: Mostly supports access to confidential reproductive health care services for all women regardless of age, marital status, race, ethnicity or ability to pay.

Leans Anti-choice: Mostly does not support access to confidential reproductive health care services for all women regardless of age, marital status, race, ethnicity or ability to pay.

Anti-choice: Does not support access to confidential reproductive health care services for all women regardless of age, marital status, race, ethnicity or ability to pay.
